Citizens’ right of access to public information may be limited by the very nature of the information requested or because it conflicts with other protected interests. Article 14(1) of Spanish Law 19/2013, of 9 December, establishes a specific list of limitations on the right of access which is proportionate and restricted to its objective and purpose after conducting an injury test (on the interest safeguarded with the limitation) and on the public interest in disclosure (where in the case concerned, public interest in the disclosure of the information does not prevail).
